Columns are reps. A cell is the percentage of your one-rep max that set represents. RPE 8 × 5 reps ≈ 81% of max.
How it is calculated
RPE here is the Reactive Training Systems scale: RPE 10 means no reps left, RPE 9 means one left, RPE 8 means two. RIR (reps in reserve) is the same idea counted the other way.
These percentages are a widely used convention rather than a measured law of nature. Individuals vary a lot — some lifters can grind far more reps at 85% than the table expects, and some fewer. Use it to plan, then correct it against what you actually do.
